District Trustees Meet to Discuss Study for Outsourcing Maintenance Work

(EMAILWIRE.COM, May 14, 2013 ) San Francisco, CA -- The Ysleta Independent School District Trustees stated that they are ready to move forward with plans to enact a study that will show how the districts maintenance and facilities department can become more efficient. The decision was made after appointed meetings to consider the study options.

Workers in the facilities and maintenance department have noted their fear that the move is simply a way to outsource their jobs. However, the trustees assure everyone that that is not the intent.

"No one is losing their jobs," said Trustee Marty Reyes. "This a study to see how we can maximize our efficiency and distribution of work orders so that the work can get done more efficiently."


The trustees voted in favor with a 5-2 in order to advertise the efficiency audit to be put to a bid. The bid was not to exceed $25,000, but the price was raised by $40,000 after estimates were not attainable at the original price.

Rosa Kahoe and Trustee Shane Haggerty had voted against the price increase, but were outvoted by Trustees Lewis, Ramirez, Reyes, and Federico.

Haggerty noted that he was personally against the increase, but found that the bids from more companies were more easily attainable with the higher price. "I think as long as we can see a healthy mix of bidders out there, it's something to look at," Haggerty said. "If we are doing an efficiency study and we need more custodians and we need more bus drivers, then we would look into hiring those people locally."

The board had originally considered plans to outsource the jobs, but the Superintendent, Michael Zolkoski raised particular concerns regarding the effort. The districts maintenance personnel, electricians, plumbers, ground crews, and custodial workers became concerned of the outsourcing.

Reyes underscored the intent of the study for outsourcing has to do with creating efficiency, and the decision cannot be something made by the superintendent alone.

"It has never been an outsourcing study," Reyes said. "I don't know if that was a misrepresentation from the purchasing department and the verbiage use."
