NY State Looks to Create Stricter Human Trafficking Laws

(EMAILWIRE.COM, June 23, 2013 ) Dallas, TX -- New York state lawmakers are now expected to vote on the a bill regarding human trafficking in short order. The move is set pursue trafficker convictions more intensely, and place stricter guidelines to ensure the traffickers do not escape by way of legal loopholes after being convicted of sexually exploding persons.

The bill would increase the age in which a victim can be person can be considered a minor coerced into prostitution to 18 years. In New York, minors aged 16 and 17 can be arrested for prostitution despite not being mature enough for legal consent. Meanwhile, their trafficker or pimp escapes legal repercussion unless the young woman turns during her arrest.

Other measures are being considered in order to tighten the reigns on prostitution, including tying trafficking to a violent felony charge, thereby increasing the penalty.

The proposals for nationwide policies, as well as state-by-state campaigns by advocates has grown louder. Groups are pushing to ensure that prostitutes are more often than not perceived as victims rather than perpetrators of a crime. Strategies such as rehabilitation programs and reform efforts are currently being discussed.

Lauren Hersh, who sits as the New York director of Equality Now stated that he current New York system sends out a poor message to both the children caught within it, and the perpetrators and traffickers that control them.

"We need to start seeing children in prostitution as victims not 'child prostitutes' which implies a level of voluntariness," she said. "One of the things traffickers say to victims is that law enforcement will never believe them. Here in NY state and world wide we need to shift that paradigm."
