Council Stalls Asphalt Plants

(EMAILWIRE.COM, July 03, 2013 ) Staten Island, NY -- A unanimous vote to enact a moratorium on asphalt plants was passed by the North Branch City Council. Before the action was taken, the presiding Mayor Ron Lindquist informed those in attendance that the conversation he had with the Chisago County Administrator Bruce Messelt.

Lindquist stated that he asked Messelt questions regarding the county's willingness to look across the county for best locations for a overlay district wherein asphalt plants could be established.

“He liked the idea,” Lindquist said. “He said, let’s have some discussion about this. I said that would be great.”

Lindquist stated that a May 28 City Council meeting showed the county does not have authority to tell cities where and how they should allow businesses. He added that it could be worthwhile still to work alongside the county to see if there is any way to create a more proper location for asphalt plants to be located in.

Residents who took the time to approach the council to address concerns regarding the issue stood in favor of the council's decision to create the moratorium in order to study possible effects to the asphalt plant within the city. Many voiced continued concern as well.

Laura Scaramell stated that she would accept no asphalt plants or other like heavy manufacturing groups in the city “especially in the 1 square mile where it was proposed up north.”

She added. “There are so many houses there,” as she pointed out her concern regarding a list of potential threats including groundwater pollution from a possible asphalt plant, toxicity in the air and noise.

Penny Corcoran stated that her city would be affected by the asphalt plant if it were to be built near the northern section of North Branch due to it being in close proximity of two cities. She noted that residents stay vigilant regarding the issues of North Branch city regarding the possible future attempts to create such plants.
