San Diego City Sees Little Change after Auditor Finds Ambulance Provider Loopholes

(EMAILWIRE.COM, July 12, 2013 ) Pearland, TX -- On June 24th, a San Diego City Council voted to extend Rural.MetroÂ’s contract as the cityÂ’s ambulance provider for another year, without mentioning the concerns over embezzlement that the auditor found when investigating the situation in 2011.

Eduardo Luna, the city auditor, supported the idea of ending the contract with Rural/Metro and finding another provider as soon as possible. In an email to the city council, he said it was very important to ensure performance standards are met and contract oversight should not be overlooked, especially in a critical service such as emergency medical transportation companies.

However, councilmember Marti Emerald has stood beside Rural/Metro and is confident that the EMT service has been doing its best work and looks forward to continuing business with the company for the next two years.

The EMT company was hired in 1997, when it signed a contract saying it would arrive within 12 minutes 90 percent of the time they were called to an emergency, or they could face over $50,000 in fines. The same contract subjected Rural/Metro to $5,000 for calls that took longer than 24 minutes.

However, LunaÂ’s investigation showed that there were several loopholes in favor of Rural/Metro and that records show 37 percent of the most serious emergency calls were exempt from any fines and penalties, and in over 60 emergency calls, it took the ambulances over 24 minutes to get to the scene of the emergency.

Because of contract exemptions, Rural/Metro dodged over $300,000 in penalties put in place to protect citizens and ensure performance. San Diego News Company, CityBeat, has submitted a state Public Records Act request for documents showing Rural/MetroÂ’s response-time performance and exemptions for all subsequent years. The city has yet to turn over the documents.
